Allen County Consolidates Property Tax Payments onto One Modern Payments Platform

The Challenge

The Allen County Treasurer’s Office bills and collects property tax payments on nearly 200k parcels twice a year, making it one of the highest-volume tax collectors in the region. Before InvoiceCloud, that volume ran through a patchwork of manual processes. The office’s payment plan lived in a spreadsheet, with staff processing ACH payments by hand for every enrolled taxpayer, every month. The county’s payment processor took payments and nothing else. Getting a bill in front of a taxpayer meant pulling data from the tax software, cleaning it up manually, routing it to IT, and hoping it didn’t land in a spam folder. With only two due dates a year and no unified way to reach taxpayers before a bill came due, a missed reminder meant a penalty, with no second chance.

Our Approach​

After Allen County went live with InvoiceCloud in 2022, scheduled monthly payments, AutoPay, e-billing, and text notifications all moved onto a single platform, replacing three or four separate vendors and the manual work that came with them. Taxpayers can now enroll for AutoPay and paperless billing directly through InvoiceCloud. Monthly payments are withdrawn automatically instead of running through a hand-maintained spreadsheet, three reminders go out before each due date (with the ability to pay straight from the link in a text message), and the office has an auditable consent trail. The office drives adoption with InvoiceCloud-provided QR-code magnets at teller windows, a pull-up banner in the hallway outside the office, and a QR code on every bill insert, each pointing taxpayers toward paying online instead of waiting in line. The platform also integrates directly with Low Associates, the county’s property tax billing software provider, keeping billing and payment data in sync without manual transfers between systems.

The Result

Two years after go-live, the numbers show what a digital payment system changes for a tax office this size. Late property tax payments are down, payment volume is up, and digital payment adoption has reached 33%, with 10% of all payments now coming through a text-to-pay link or an emailed reminder.
